dress maker needed for an event

I am currently in need of a dress.
I have a function in August which demands

A - Glamour

B - Me to be fabulous

C - I will be photographed
I am currently obsessed with this dress. which Serena wore in Gossip girl when Bart married her mother. Two things I love about this dress.

1 - It's a maxi dress

2 - The neckline
I am not sure about

A - the tacky shiny belt

b - The ruffles

C- the floral bit

D - the color.
So I need a dress maker. I am willing to pay someone to do a great job and will provide that person with all the fabric they need, any costs, and allow them to add their own design experience into the mix to fix the parts i just listed that i don't like.
